regional settings

I've tried to install designer package upon my previous installation (8.5FP1). I saw same message. Then I changed all regional settings to English (USA) (including in advanced section). Then I've installed with success. Then I changed back the regional settings to Turkish. My 8.5.1 is working now. But, I think this is a bug of installation package.
